IMO Demandred was likely running around in various areas stirring up whatever chaos he could. I'd say he had a hand in the Dragon Sworn and possibly could have had a hand in the Borderlanders defection.

Contrary to Sidious' thought, IMO, the Dragon Sworn were a scourge for over half the series! The entire Southwest region of the continent has been swarming with them since tGH... destabilizing Ghealdan, Tarabon, Almoth Plain Arad Domon, and to a lesser degree Murrandy, Altara and Amadicia.
