Tuon lists the numbers
200 Fists of Heaven, 5 whatsitninjas, 50 damane pairs.
It's either an error or they decided to bring a lot more to'raken because they thought they could capture more marath'damane. I'm not sure which. Bringing to'raken probably wouldn't have thinned out the number who could fight for them. She never mentions pilots. I don't think pilots are included in the fists of heaven numbers but maybe I'm wrong.
I doubt passengerless to'raken would've been in range of Egwene anyway, so it didn't really lower the number of (relevant) people she killed.
Also, your numbers on the damane are off. We know for a fact that she killed damane. She said usually it wasn't safe to capture them. That implies she killed more damane than she captured.
The sul'dam numbers are even further off. They were there to capture marath'damane. I'm guessing there were at least 150 sul'dam to start with, all but 50 with empty leashes. Maybe more.
Even if there were only 100 to'raken, only 30-40 are required to carry 200 fists and 50 damane pairs. That leaves room for 250-300 sul'dam, with room for the damane they'd have on the journey back.
Someone also made a good point above. The journey takes a few days. Some of the to'raken would be filled with food and maybe even tents.
