look across the whole of history and you'll see that the love of the people doesn't relate to the money you spend on your court, but rather its appearance to the people. Yes, that does require the expenditure of money, but the people don't go "Oh well, look at all that gold he's spending on decorating his court while we starve!!!"

they go "look how majestic our king is, those french and spanish will be bloody well jealous about how grand our king and his court are!!!"

If this majesty starves the people, they won't be happy. Toward the end of his reign, when he was bleeding England dry from his flagrant expenditures, he was NOT a popular king. They quickly began to regret losing him during the unsettling years between him and Elizabeth, but that's more a "but Henry wasn't burning us!!" ;)

Yes, money is part of the factoring that creates the apperance, but it is not what the people look at and if a king overspends and they suffer, the people will not look over it. French Revolution, anyone?
