I think Brandon used "generally" in the sense of "I won't tell you straight out, but normally you have to have Shai'tan's permission to draw the TP and Semirhage thought Shai'tan betrayed her, so draw your own conclusion".
Also just to clarify, why would Moridin react? Why would Moridin care about Semirhage?
Not react about Semirhage's death or the betrayal, but about the fact Shai'tan let Rand use the True Power.
I would say the question is still very much open.
And that's where we'll have to agree to disagree. I don't buy the "drawing Shai'tan via Moridin's ability to channel without Shai'tan's consent" idea. It makes no sense to me.
You can believe Semirhage's comment was meant to mislead, I believe Brandon included her reaction to explain what happened.
