If there is such a urgent need to reveal further informations on Graendal's plans and deeds, it makes more sense that it will be revealed in the PoV of another Forsaken or SH without jumping back in Graendal's timeline, which ended in TGS, and not bring back a dead character.

There is absolutely no reason to believe that just because Graendal likely died in Rands timeline that she won't appear in Perrin or Mat's timeline prior to her death.
There is absolutely no reason to believe that Graendal WILL appear, because as far as we know she was concentrated on Arad Doman and Rand to fulfill Moridin's orders. There is also absolutely no indication in Perrin's or Mat's timeline, which were advanced in TGS, that Graendal played any part there.
As often said, it never happened before that a character, who died in a specific timeline, suddenly appears again in the next book in another timeline before the death. It would likely confuse many readers and is not necessary (BS also told once on his homepage that he doesn't like such flashbacks). You can naturally better advance the plot/timeline and avoid any confusion, if you simply include e.g. an Aran'gar PoV, where she muses about Graendal, her death and how Aran'gar will go one now.
For these reasons it's highly unlikely that Graendal will have another PoV yet, if she died in TGS, like also Sammael, Osan'gar or any other character never got another PoV after their death to give certain informations.
What about Noal Charin? he was almost certainly involved with Graendal at some point.
Face it you are making excuses for there to be no Graendal involvement solely because you are worried that if she crops up she'll finally admit to having killed Asmo.
And even if Noal was linked to Graendal in the past, nothing indicates that she has to appear in ToM to talk with Noal.
you keep insisting that she's somehow tied directly to Rand and only Rand... I don't think that is the case. She's got her fingers in all kinds of plots and could easily be shown involved with any number of situations ... hell it's not even inconceivable that she is behind the Borderlanders!
She was completely concentrated on Rand and Arad Doman in TGS. Graendal muses- in TGS that Demandred might control the Borderlanders, which naturally suggests that she isn't involved with them (except for having a few spies there). Other things aren't known; thus it's highly unlikely that she will suddenly be seen in other plotlines in ToM before her death. Obviously her plotline was finished in TGS with a great culmination scene.
and she's up to something with Aran'gar that could put her indirectly in another plot line. Just because in ONE book she's told to pay more attention to Rand doesn't mean that is the only plot line she's involved in.
