Compare these two lists...
Look for the 6600GT on this one:

Trouble is, even with the faster X3100, it doesn't compare very well in areas like texture fill rates and memory bandwidth. It's not as far behind on clock speeds, but I'm really doubting it would leave you with satisfactory performance. That being said, we could cross fingers and hope Blizzard was being stingy with the reqs? Not likely, though.

The peformance of the X3100 is clearly better than the GMA 950, still demanding modern games won't run fluently.

It's not the cutscenes that require the graphical power; it's the 3D graphics.
