As a New Zealander, I mostly agree with you. But this one was apparently very shallow.

And don't forget that it was a 6.3 in Christchurch, New Zealand, that killed 181 people. That in a country with some of the most stringent building codes.

So it's not necessarily about the magnitude. It also depends on depth, duration and type of shake.
