The purpose is to give time for rehabilitation. Obviously this won't work in all cases, but it works in enough of them (something like 80% from the documentary I watched) to make it worthwhile treatment.
The need to keep taking it for as long as treatment progresses ensures that there is regular contact with offenders and a good way to keep tabs on them.
It's not 100% effective, but I think it's a great alternative to the system we have now (which is definitely not working).
