Is there any evidence one way or another that anyone is aware of? Either a statement that the gateway must be maintained, or an instance of someone tying off a gateway, even temporarily?
From the top of my head I can recall that LTT ties of his deathgates loosely so that they will stay open for a while (long enough to carve through the trolloc army) and then unravel. This happens during the trolloc attack in KoD.
So it is possible.
Infact I have a vague memory that Perrin thought of having the Asha'man tie off a gateway during the attack on the Shaido, but chose not to. Lets see. Found it:
He would have liked to tell Grady to tie off this gateway. It would make a short path to take Faile back to the Two Rivers. But if things went wrong today, it would make a short path for the Shaido too.
Given this, it makes little sense that they could not have done this afterwards. I suppose its possible that the Asha'man cannot do it because tieing gateways is hard, and Perrin just wrongly belives that they can do it.
But we see LTT do it so it can be done.
