Only channelers could be bound with an oath rod. There were other ter'angreal that could bind non-channelers.
Oh really? Did I remember incorrectly that criminals were bound with the oath rod? Or was it only criminals who could wield the OP and a different ter'angreal for those who could not?
It seems strange to have two ter'angreal for one job...

The Forsaken refer to them as a type of "binder"; according to Sammael [ACOS: 40, Spears, 631], Oath Rods only work on channelers, and the one he gives to Sevanna only works on female channelers. There are other types of binding devices, such as "binding chairs" that work on anybody.
