You are really exaggerating Else's importance. It's absurd to believe that she would be such crucial at TG, especially since she probably would have needed at least several years yet to become a half-decent Accepted (if she actually managed the test, considering her attitude).
If one follows your logic all channelers could stay in the WT for free, even if they fail the tests to prove that they are worthy and openly demonstrate that they rather spend their time with other things. Else didn't manage to reach the Accepted test, because she already proved as a novice beforehand that she isn't really dedicated in becoming an AS. I don't see why the WT should keep such a person around and waste more time & resources to train her, if Else obviously doesn't really care about it. It would be a bad example for all the other novices, too. You certainly also don't want to indicate that e.g. the damane system, where any female channeler is forced to work for the community, is better.
Personally I'm convinced that you really don't need a person in a war, who doesn't care about helping your side, even if this person has some talents.

The weaknesses in her character disqualified her as an AS.

That is as useful as inviting Ishaemal to be Amyrlin in place of a Black sister. *NM*

You're the one who is silly if you think the One Power can only be useful if channeled by a sister

The decision to send Else away would've been Sheriam's, too. Else was her responsibility, after all
