Oh, yes. Unlike Gandalf, I definitely believe, understand, and act on the fact that - as we say in the South - some people just need killing.
I have never understood why in the holy hell Buddha-loving-tree-hugging-granola-headed-commies are fine with putting down a dog (who was trained) that bit someone but cry alligator tears when a cop-killer or murderer of a small family of 12 is sentenced to death. If you cannot "rehabilitate" a dog that was trained, how in the hell do you rehabilitate some F*-stain that makes a conscious descision to kill? You don't. You do the ethical and environmental thing - you hang them (I can reduce, reuse, recycle the rope for more of the freaks).
He doesn't understand the idea that someone can be so crazy and dangerous that they might turn at any point, and he prefers to wait until a danger has become clear and present to act after years of slow, ponderous though. Faile, on the other hand, is not willing to take that chance, so she came to a decision, acted on it, and then modified her response based on her understanding of Perrin as a person.
Because he is a Buddha-loving-tree-hugging-granola-head.
That is one of my favorite scenes, actually, and I hope Elayne, Aviendha or Min get the chance to get rid of Mazrim Taim, because his danger is obvious to everyone but Rand.
