Ignore Ingtar's feelings of regret and wishes for redemption for a second. A DF generally tries to act as normally as possible, except when ordered to do something by his higher-ups.
Think of it this way- if Moiraine had showed up a week later, and went, "Hey, Ingtar! Where's that bundle that I told you to give to Rand immediately because it could save his life?" "Er... I forgot?"
Yeah, he's gonna deliver the package. Add to that that I'm pretty sure he had no idea Rand was the Dragon- just that he was some important guy. Add to THAT that he got his orders personally from Ishmael at the DF Social, and Ishmael NEVER wants anyone to hurt Rand... Yeah, it's pretty likely that he just delivered the package from Moiraine because she told him to, not because she's a DF.
