From what I recall of that timeframe and the chronology, Moiraine went back to visit Adeleas and Vandene to research the Forsaken and esoteric lore. Eventually, share pieced together a method for creating balefire from this research.
I seem to recall she only asked about stuff like the Horn, and the Watchers...
But then, if she's always known balefire, why didn't she use it at the Eye of the World? My copy was one of those disintegrating paperbacks, can anyone check to see if she had a chance to channel before being shielded/knocked out?
