I wouldn't bet that Moiraine would come on top of a verbal joust with Cadsuane. It depends a lot on the topic, the angle of attack/reproaches, and which one of the two is in top shape that day.

More to the point, I don't think Moiraine has much motive at all to confront Cadsuane. She is very well placed to understand some of what Cadsuane got stuck with. It would be different perhaps if what Cadsuane has decided to do and her methods had really lead to disaster, but as it turns out Cadsuane had a huge personal set back yet her goal was achieved at the end of TGS and she's has played her part in bringing Rand to the point he "found himself" again in TGS. Moiraine's methods are (most often) different, but she would not have been against Cadsuane's goals, which she largely shared (she's the one who told the boys she'd kill any of them rather than let the Shadow have them, after all. Moiraine is as hard as Cadsuane, and cooler/more impersonal in how she deals with people). Cadsuane was probably far more suited to the task, post LOC. Moiraine is as conscious as Cadsuane of the dangers of "becoming as dark as the Shadow", but it's not an issue she had to face in Rand, because she vanished too early. I'm not quite sure Moiraine would have been the right person to deal with Rand after TFOH. She never managed to develop a personal relationship with Rand, let alone a friendship. So, why confront Cadsuane? "You tried to ensure he would be at Shayol Ghul and would not become so dark before then that his victory might be as bad or worse than a defeat? When he had no sister he could trust anymore and I was gone? You BITCH! How dare you tried to pursue what I had started myself"??? Moiraine would probably deal with Cadsuane much as Verin has done, and come to the same conclusions about her. She's grating, but she shares their goals.

But the real reason why I seriously doubt this confrontation will happen is that it would totally undermine Rand's growth if Moiraine had to deal with Cadsuane. After Dragonmount in TGS, Rand is equipped to deal with Cadsuane as an adult and not get his paranoia and anger control him. Settle things with Cadsuane is his taks, not Moiraine's. Cadsuane's done much good, and she's made mistakes, pretty much the same as Moiraine, and Rand, for that matter. Rand probably will never like her, but I expect he'll be honest and more clearnminded now, enough to see the good she's done, and perhaps even why she had to deal with him the way she did. Rand has much to apologize for, to many people, starting with Tam, but also Nynaeve, Cadsuane and all those like Bashere and Rhuarc who genuinely tried to help him and that he's all too often treated like crap in return. If Rand doesn't change a great deal and doesn't deal with the likes of Cadsuane and Nynaeve (and many others) differently from now on, then his big moment on Dragonmount would be fairly meaningless. It's time for him inspire and lead, for real.
