I would say he never really needed them - it was his interpretation of the prophecies and what was needed to fulfill, as well as blind chance and historical precursors driven by Foretellings, them that lead him to be tied to them as he was.
He used them as an army, because he saw himself as needing to be a conqueror - if he understood and fulfilled his role differently, the Aiel would also be used in another way.
