I think this is part of the reason. The Aiel are useful to him when he's fighting the bigger battles, but the last big battle they were in was Dumai's Wells. He didn't bother with them in his campaign against the Seanchan because of the damane; the Asha'man were more useful because they could channel like the damane, and he dragged the wetlander armies along partially hoping it would bump off some of the lords scheming against him.
Arad Doman had been messed up ever since he declared himself the DR, and for most of that time Graendal was actively stirring up trouble and making things worse. Then there was the problem with the Seanchan. I think Rand's biggest blunder wasn't using the Aiel, it was pulling Ituralde out and sending him into Saldaea instead of relying on the man help him restore order. Nor does Rand really know enough of Domani culture to restore order, plus he's rushing things, which is not a good way at all of restoring order. Rand's paranoia really screwed the pooch in the last book, where he very foolishly puts Bashere and Ituralde in the wrong countries because he can't trust them not to scheme and stab him in the back.
