We know that Weaves and channeling do work inside FM. It is just that you cannot connect to the one power inside the effect of the guardian. But you can channel in the city if you have a well, or if you channel into the city from outside the effect of the guardian. That is why Rand's rain of fire would have worked.
I'm impressed by the analysis, and agree that this would work.
But I don't think Rand considered the Guardian ter'angreal to be the real problem, just a complication along the way.
He wanted the Borderlanders to go back to guarding the blight, but raining down fire on Far Madding would have likely backfired (no pun intended) and made them much more hostile.
It would have been a diplomatic disaster with Far Madding, parts of his own entourage, and at least a few other nations. Rand has grown heavy-handed, true, but he still considers these things.
Finally, it could actually be interpreted as a sign of weakness: "I need you [Borderlanders] so badly that I'm willing to attack Far Madding, because I'm afraid to face you otherwise."
Considering that, I think the message he sent was a good solution for him.
Mind, there's still something fishy about the Borderlanders hauling their armies along with them.
