I would imagine if you ignored 2/3rds of the Ashaman (those who were doing something) than the rest wouldn't be doing much. Basically if you ignore those who are doing something the rest aren't doing anything. When you talk about the Tower, you are only talking about 1/3 of all AS (at the most) so say maybe 300 AS tops (prolly more like 250) of that 250 there are 15 or so hunting the BA (the hunters themselves plus the "ferrets" ) Then there are the AS in the WT who take care of the vast library, is that job superfluous? What about the ones who are training the new novices? So maybe you are talking about around 200 AS out of a 1000 or so? OK, I'll agree. At least 20% of ANY group is most likely superfluous.
