I think this is the case. Previously, I had thought that the whole part of the DR bowing to the Crystal Throne was a warped prophesy, probably due to the influence of Ishamael.
It is warped, but thats a question for another thread.
But then there were the events of tGS. Rand tried, and failed spectacularly to force a truce out of Tuon, and in the process lowered his eyes in the Seanchan view. Then at the end of the book, he goes off to Ebou Dar to wipe her out, but sees the evidence that she's governing more or less fairly and justly (except for the damane). Everything is peaceful and orderly in Ebou Dar unlike Bandar Eban which is roiled in chaos.
Yeah, but even as I read that I could not help but wonder how much of that is truly because the Seanchan are truly good at keeping the peace. And how much is that as of yet they havent faced the difficulties Rand&co have.
I mean I suspect the chaos in Bandar Eban was unfortunately caused in significant part by Rand's presence. His ta'veren effect warped by TP, the bubbles of evil which follow him, and the fact that he was a crazy dark!Rand and the effect this had on the land.
I wonder if the peace in Ebou Dar would remain if most of the food in the city suddenly rotted, Selucia was strangled to death by a BoEviled-bedsheet and Demandred decided it would be fun to start compelling people everywhere in order to cause as much chaos as possible. Somehow, I doubt it.
And really, even if it is peacefull. It is the peace of the sword. Speak one word against Tuon or probably even look her in the eyes and you will be made a slave.
