He has a knack for finding the more honest and sensible rulers as well, and treats the corrupt ones like the scum they are.

Egwene does show some degree of this, but with far less trust than Rand. Siuan, Leane and now Silviana are the only ones I can think of, and they've all sworn to her or otherwise risked their lives/careers. Rand judges people based upon their ability and desire to rule well, rather than their desire to follow him, knowing that if he picks fair, sensible rulers, they will understand the necessity of supporting him. Egwene has far less faith in those around her (and to a degree, it IS hard to blame her for that).
