- Nobody would be able to teach the girls with the spark, leaving most (if not all of them) with some kind of Block like Nynaeve had before Ebou Dar or even dead or burnt out
- Nobody would be able to teach those without the spark reducing the number of Channelers by 80% or so
- plus everything Salty already mentioned
Of course you could say there's the Aiel and Windfinders, but they're not interested in the Westlands. And don't say "There's the Kin", as this group would not exist either without the Tower!
