However, it also makes the most sense:
Justice is a legendary sword, which is centuries old. Rand saw Justice at Falme, while LTT doesn't know the sword from his memories. Rand might find it odd, that Justice is found now and given to him as a gift, because Rand is just trying to make an alliance with the descendants of Hawkwing, the Seanchan. When Rand goes to kill Graendal, he muses that he might wear the sword as a symbol of something; maybe of him delivering justice to a Forsaken? Besides that, there are Prophecies which link Justice (or at least a blade) to Rand. And it also seems that Justice is pictured alongside the Horn of Valere on the Westland map at the beginning of the WoT books, which could strengthen its importance.

So its not canon. *nods* I can deal with that. So that is Justice on all the pics on the maps? I always just figured that it was a heron marked blade....after all, we've seen quite a few of those around. If Rand did know what the blade was....he was a fool to not use it as a....truce offering?....with Tuon.

And what would Tuon have said? The sword is quite legally hers. Afer all, she considers that she has the right to rule Randland because it used to be Hawkwing's territory. I don't think she'd have given anything in return for the sword, least of all a truce.
Or then she wouldn't have believed her. Perhaps Seanchan don't have power wrought swords (such artifacts of the Power could well have been destroyed in the past) and if so, she would certainly have thought that Rand was even crazier, thinking that the sword wouldn't have rusted away in a thousand year.

Yeah, I expected that Justice would play a role in Rand's meeting with Tuon as a gift
