I'm not convinced that means anything. The wording itself is suspect. Mainly because he says "she's not under any shenanigans" yet what "we see" is a slight power deficiency.
He may simply be confused as to what Maria showed him. Is Cyndane truly weaker or has she not reached her full potential, yet? Strangely, noone comments on this. Does she ever reflect on her lost strength? Strangely, once again, she herself doesn't comment on this, and we only have observations from other, easily misdirected sources. Compared to Leane or Siuan, who readily gauge themselves to their lost ability in their POVs, Cyndane is a cipher.
This would satisfy me: Q: Is Cyndane weaker than she used to be as Lanfear? A: Yes, there is a difference in the channeling ability of the body she currently occupies - Lanfear's soul/body had the ability inborn, while Cyndane was a latent channeler...in this case the soul isn't fully reflected in the body, somewhat like Aviendha should be able to weave a larger Gateway with her strength than her block enables her to.
