Moiraine tells that "events must play out in certain ways, whatever the costs."
Apparently Moiraine saw that this attack is, what she has to do. It obviously also fits with the Prophecies that Mat has to sacrifice his eye, because that would only happen if Moiraine is captured in Finnland.
Besides, I think the fact that Moiraine mentions costs and suppresses a bubble of hope (since this would be luxury), does speak against the idea that she actually knew that she would gain considerable OP strength and very well could be rescued. IMO, it was a big sacrifice by Moiraine; likely she sacrificed her ability to OP.

Given the tenuous nature of her relationship with Rand, she might have thought she'd ruin any chance she had with him if she killed Lanfear (and she might not have trusted that he would attack Lanfear or even stand by and let the women attack her).
There was a real and plausible chance that Rand would have chosen that moment to join forces with Lanfear, and to join the Shadow. It was one of the potential futures thrown out by the ter'angreal. If Moiraine had harmed or snared Mierin, there was a possibility that it would have resurrected old feeling in Lews Therin, and caused him to turn - either by helping Lanfear or killing Moiraine. Moiraine almost certainly knew this, which is why she wrote that events had to play out in a certain way. The other alternative that Moiraine saw was that Rand would risk his own safety to help her, and that was the third viewing, where Rand was killed by Lanfear.
Moiraine knew that there was only one way to defeat Lanfear.
