Wotmania Interview 2004
W: What happens to objects left in Tel'aran'rhiod? Could an Aes Sedai free herself from the Three Oaths in Tel'aran'rhiod by creating an Oath Rod?

RJ: The only way for an object to enter Tel’aran’rhiod would be for it to be carried there by someone who entered physically rather than through a dream state. If left there, it would remain until it was retrieved by someone else who entered physically. And, yes, an Aes Sedai could free herself of the Three Oaths with an Oath Rod created in Tel’aran’rhiod, but remember that relatively few sisters actually have access to the World of Dreams, and for those who do want to remove the Three Oaths – sisters joining the Black Ajah – there is the Oath Rod in the White Tower to serve that purpose.

Note that RJ says an AS could release herself from the Oaths with an Oath Rod created in TAR ... Mesaana clearly has access to TAR. I wonder if she just took the Oaths, claimed to not be BA and then hopped to TAR and removed them.

I suspect RJ would like to have rethought that answer. If what he said is true, then Binders would have been useless in the AoL. Anyone bound as a criminal could simply go to TAR (the impression I get is that most AoL channelers learned how to access TAR), create a TAR oath rod (like Nynaeve created a TAR a'dam) and remove the Oath.

Anyway ... I agree that what you suggested is a possibility, but I have a gut feeling that that's not what happened. It's too easy. I still think that Mesaana found a way to keep the Oaths from activating when she took them. But, I wouldn't bet the farm on it. :)

I would think that the AOLers were smarter than that. They would probably restrict the use of the OP, the Ter'Angreal unless permission was given, and probably other stuff. Binders, I believe, were used on the worst of the worst, so they would have been restricting in practically everything, logically.
