Elayne released the True Source. There was something very commanding in those dark eyes, in the halo around her, the pale radiance of the One Power. She was the most regal woman Elayne had ever seen. Elayne found herself hurriedly curtsying, flushing that she had considered... What had she considered? So hard to think.
Could be that holding the power does not give a total immunity, but rather a resistance that can be overcome if the other person is stronger or more skilled. Demandred is probably stronger and more skilled than Graendal so he would have been protected, while some random weak AS would not have been.
The other possibility is as I suggested, that Demandred was simply holding somekind of shield around his mind designed to block compulsion weaves.
