I doubt replacing it with a fake would work. First, it goes against Brandon's comments about defeating the oath rod. Second, the other Aes Sedai would notice the fake, don't you think? If it doesn't bind them, they would know instantly. Third, the oath rod did help to catch some of the black ajah, so it obviously works.
