It makes pretty clear that Bashere isn't a DF, because he uses the term "Forsaken", for example. Of course, after Verin's revelation one has to be a bit more careful in stating that someone clearly isn't a DF.. (though I doubt that there is another double-agent among the Shadow)

But I think there isn't really anything that suggests that Bashere is a DF anyway, besides maybe Min's Viewing of something dark around Bashere (though IMO this rather points to Bashere and Tenobia dying so that Faile & Perrin can eventually become rulers).
