She has the ability to learn how to channel, but chose not to.
She believes that all the damane chose to channel. She doesn't understand the spark. To her suldamane are people who have ability but don't commit "evil." While damane used their ability and need to be restrained.

Clearly Tuon doesn't know about the Spark, but she just as clearly realizes that sul'dam could become damane simply by choosing to channel.
So logically no woman should choose to channel since they can then become sul'dam and still use the OP ... she's either horribly stupid, or knows damn well and chooses hypocrisy to justify the use of damane to maintain the power of her throne.
