You certainly have the freedom to make a supposition that it was, but we have no evidence at all that the mark was made with either Power.
It can simply be a case of Shaidar Haran being able to manipulate time/space in a way further developed than most Myrdraal.
After all, only channelers can access the True Power, and we've seen no evidence that the Dark One can make it available to Shadowspawn. The best evidence we have is that Shaidar Haran has physical limitations regarding what it can touch and how - Elza was doing most of the actual moving in TGS. If SH had access to the TP, it could have 1) removed the Compulsion in Elza's mind itself or 2) moved objects/people physically with the TP.
Whatever SH can do, it does not seem to be related to the One Power or the True Power in a readily apparent way.
