I agree that a scale of 1-100 where 100 is twice as much as 50 could not possibly work.

She thought something like, that if she'd been returned to two thirds of her former strength instead of what she WAS returned to, she would have been much better off. That means she'd be below 2/3 of her former strength. If she'd be at, say, 60, that means shed be below 40. And she's not the weakest Aes Sedai. To me, it doesn't feel like there's enough room for that.
Also, there's this quote (I got it from 13thdespository):

That means that Aiden and Zemaile would, their strengths combined, be close to Alviarin in strength. If she had been several times stronger than them, she would probably have been able to defeat them and though the attempt to be outright impossible. As it now, she believes that it might be possible, but she's not certain enough to take the risk. As such, should Alviarin (a middling) not be somewhere around twice as strong as strong as two weaklings?
