It must be different for angreal/sa'angreal vs. ter'angreal.

Lanfear was a OP researcher, Mesaana was an instructor, and Demandred is second only to LTT, surely one of them has the knowledge, or at least enough to figure it out.
My pet theory is that the creation of angreal/sa'angreal took not only circles, but a long time. Remember with the CK the guide mentions "the final stages of construction" meaning it wasn't a simple weave you dropped on an object as is the case with cuendillar.

It didn't take very long to reproduce the dream ter'angreal.
So, why not just make ter'angreal? They're better than nothing. They could make Wells, for example, so that they could have constant access to the OP, even if shielded.

It's always strange to me how despite mass production of angreal and sa'angreal no Forsaken had one

Ummm, why would they seal and ward a flawed sa'angreal in the Stone...?

How funny is it that they're mass-producing crystalline swords and humanoid statuettes?

Since they were mass produced, I reckon each Forsaken probably had a personal sa'angreal...

If sa'angreal were massproduced, it is a wonder that the world wasn't destroyed during the WoP, IMO
