Well, could you construct - say - a space shuttle, or a TV set, or a gun (without searching for blueprints on google...)? I know that I couldn't, yet they all exist in the time I live in. Having the means of constructing a certain item does not go a long way if you don't know how to. And I doubt the Forsaken were on the assembly line level in their Age.
