I actually think the only sensible angreal that we have seen in this series was Graendal's ring - the others are a little corny.

that sa'angreal had to be made by a circle, and were shaped by the leader of the circle. Intent matters in most things in the WoT world, so if you're leading a circle to make a sa'angreal that can be used as a weapon, as you form it, perhaps it takes on the shape of a weapon in your mind.
The people making the Choedan Kal were trying to make something damned impressive that would be the greatest work of their age, so they made giant statues. Vora's sa'angreal, the wand that Egwene uses to smack down the Seanchan, is nondescript and might be something more along the mass-produced model.
The angreal we've seen in the series could easily have been personal tools made by particular aes sedai for their own use... but the ring, the jewelery items, were probably the mass produced angreals that were very impersonal.
