So what happened? Is it a mistake by RJ or was the Hall of Servants rebuilt after it was razed?

I wouldn't be surprised if the Hall of the Servants was used both for the building and the governing group, similar to the way the Hall of the Tower is both a place and a group. After the Hall was razed, there still needs to be a place to meet, so perhaps the name "Hall of the Servants" attached to that makeshift location.
