Egwene wasn't just reacting to Elaida's plans, but to the acts of the BA Hunters. These folks were also binding AS who they regarded as criminals -- rebels against the Tower who were spying on the Tower. In addition, what they were doing was truly for the greater good -- they were hunting the BA and couldn't afford to be betrayed. Yet, Egwene seemed to have little sympathy for their position.
Also, I think you overstate the case when you say Egwene was binding criminals.
