From what Tuon tells Beslan (and we have no reason to mistrust her veracity) Altara will be ruled with little interference from the Her. Basically, as long as you don't channel or plot against the Empress the Empire could care less what you do. It seems that the Empire is there to prevent wars from happening so that trade can prosper. That and to prevent the return of the evil channeling witch queens that ran Seanchan before the armies of Artur Hawkwing.
The Seekers make the KGB or the Savaak look like kiddie schools! The Seekers are one of the pillars of the Seanchan Empirical rule! Just like the damane or their exotic war animals! We've had 3 POVs (off the top of my head), Suroth, Egeanin and Bethamin who are FAR more concerned with the potential of being discovered by the Seekers than anything else in their world. Tuon's opinion is laughable since the Seekers were irrelevant to her!
