Basically, Egwene would surrender the Oath Rod to Fortuona, MSLF, as a good will gesture. WT training produced 20% BA, while very few suldame are black. Think about it and tell me why you want the WT to train you.
Oath rod is really for criminals. Damane have the status of criminals right now so Oath binding will remove the leash from their neck, without causing all the Seanchan folks to all go berzerk.
Replace the leash with an Oath maintains the status quote in Seanchan. Whether or not channelers should be Oath bound is another entire question that only time will tell.
The idea of channelers to obey non-channelers are not foreign at all. Just think about the Three Laws of Robotics. The channelers should promise on the Oath Rod,
1. They may not injure the Empire or, through inaction, allow the Empire to come to harm.
2. They must obey any orders of the Empire, except where such orders would conflict with the First Law.
3. They must protect their own existence as long as such protection does not conflict with the First or Second Law
