Egwene tells what she will do, if she were the Amyrlin, as she is now.
The point is NOT what she intends to do, but to impress upon her audience how impartial she is and how much more sensible she is, and how inept and divisive Elaida is. She KNOWS Rand was not alienated by her sending a Red, and she knows that he doesn't give a damn about Ajahs or anything like that.
If this WAS her statement of intentions or policy, you are basically supporting everything I have had to say about her ineptitude, because all her little discourse really shows is a great deal of ignorance about Rand.
Rand doesn't care about Ajahs, the SISTERS do! That was who Egwene was naming her embassy to impress. And it is a stupid idea. A Blue is better than a Red? Really? Because I cannot think of a Blue I would rather send than Pevara or Tarna, and Elayne notwithstanding, Rand has had extremely poor relations with the Green Ajah. He even chose his negotiators for the Sea Folk on the basis of NOT being Greens! It was a trio of Greens who totally destroyed any chance of the Salidar embassy succeeding & it is a Red who, when last we saw, was running things for him in Cairhien, with Dobraine hurt & then involved in Arad Domon. There has been absolutely no sign that Rand's positive relationship with Moiraine has made him view Blues differently, and for that matter, for all that Egwene knows, he was not getting along so well with Moiraine! He broke her down and made her his bitch before ceasing his reflexive hostility towards her. Egwene has no way of knowing how her death has affected him.
The whole point of Egwene's little set-up was to make Elaida look bad, suggest that banning the Ajah with the closest ties to the Dragon Reborn was hurting the Tower, and preach a message of unity. She is not so stupid as to actually think that assinine plan would matter. She was talking to nimrods, however, and needed a simple and stupid thing they could wrap their heads around.
Why would she bother with emissaries and all that anyway, when she can just deal with him in person, or through their mutual friends?
