But I am trying to puzzle out what she would have been thinking through the encounter and why she would stay there at all the moment she sent him on his way knowing that the Dragon himself knew exactly where she was and could attack at any moment. After all, could not the entire encounter have been a ploy to occupy her while he readied himself for a full attack?
Rand's actions completely belied to her that he knew she was there. She must have suspected that he would need some sort of confirmation that she was in the palace before storming it. Once she sent Rad. away Compelled I would think she'd have known she just gave that confirmation.
I myself would have been out of there immediately once I knew he knew where I was and had _just_ sent someone to me.

something seems "wrong" about it, but I think most would agree that Semi's attempt to capture Rand at the end of KoD also felt similarly "wrong"
It's either a very complicated RAFO situation or a simple case of being simple-minded.
