IMO, only Aes Sedai think that Greens are opposite to Reds. And knowing how stuck up princesses some of the Greens are..If they send someone like Kiruna to negotiate with Rand, it's going to be Elaida's embassy all over again.
I think the more educated folks of the West are aware of the differences between the Red and Green, Rand certainly knows their relative functions so Egwene's basic point holds true.
I do agree that she'll need to send a a level headed Green rather than one who is a diva

Siuan, Leaine and Meidani were all rebels, though. And they are all weak. The Hall would not accept these choices, I think.
In AS terms Meidani is by no means weak. She has enough strength to open a Gateway and pick up and carry a dead body (let's say 150lbs, Verin was plump) at the same time... the majority of AS wouldn't be able to do this. In addition, we know that women with vast strength differentials don't "hang out" in AS world ... Meidani must be high enough up to make it appropriate for her and Elaida to be friends. I'd say she's rather Strong in AS terms.
I think the bigger issue with Siuan now is that she is Bonded to the AS General... the Hall would have have more issue with having them leave TV without it's general.
IMO Siuan is a good choice for another reason, she's met him in the past and she was Moiraine's BFF (the aforementioned Blue with a positive association).
