She tells Rand in CoT:
“Logain’s aura still speaks of glory, stronger than ever. Maybe he still thinks he’s the real Dragon Reborn."
If the other characters agreed to it, I think it makes sense that they would support Logain. And in the end, mankind has to fight the Shadow at TG, regardless if Logain is officially called the DR, or not.
I don't think the DO is aware of everybodies' death and can transmigrate anybody. It seems most likely that he is aware of the Forsaken, because of their links to the DO.
