Existing Damane will be kept for TG, but all who wish to be free can return to the WT under Egwene.
TBH, Travelling is such a Big Deal that the Seanchan will not be stopped by military force any longer. A truce is needed. Rand will offer to save them bloodshed by letting them take control (which is good - even the Tua'than wish to live under their rule) but will make the sole demand that damane who wish to be free are made free, so that the government cannot go unchecked.
