Moiraine, for example, felt threatened enough at multiple times due to her mission and the nature of her enemies to have rather free reign in regards to how she approached this Oath - as far as she was concerned, everyone was a potential enemy and noone could be trusted.
The enemies she mistrusted were members of the Shadow, not normal people. And those sworn to the Shadow are excepted from the Oaths.
I cannot remember one instance where Moiraine used the Power on civilians and justified it as self defense.
Mesaana was easily able to get past the Oath Rod.
