Siuan's time is over. A.) I don't think Egwene's rule is likely to be challenged or ended, and B.) if a successor was chosen, it would have to be someone new. If your idea about women with low power were to be applied... why not one of those Aiel Wise Women themselves? After all, all women who channel should be united in the Tower anyway (just a more inclusive Tower... an association of channelers from around the world that respects the cultural heritage of all its members).
Second... I see no reason why Egwene, Nynaeve, and/or Moiraine couldn't wield Callandor with Rand. However, Egwene-as-Ilyena is a non-starter. In fact, I don't think ANYone *has* to be 'Ilyena reincarnated'.
