However, it killed several Aes Sedai in the Age of Legends to filter, and store Saidin in the Eye of the World. I don't think they have the means, or even the knowledge to attempt it.
I always thought that it was the fact that saidin was tainted that killed them. I mean in order to cleanse the saidin in the Eye, the taint had to go somewhere. When Rand did it he directed the taint to Shadar Logoth to neutralise it. But since there was no SL in AoL the ancient Aes Sedai probably absorbed the taint into themselves and thats why they died. And if so, the fact that there is no more taint means that the creation of a new Eye will not result in deaths. Speculation ofcourse, but it makes sense to me.
As for the knowledge to create it, it was AoL Aes Sedai who made the Eye. LTT was AoL Aes Sedai. And there is a good possibility that after TGS Rand has access to much of LTT's knowledge, maybe even the knowledge to construct a new Eye.
