Graendal left Shara in a complete state of chaos. If what we know is to be believed, the Sh'boan and Sh'botay system has been around for the last three thousand years, and Graendal turned that system on its head. As the Sharans believe (supposedly), it is simply the will of the Pattern. All Demandred had to do was convince the people that the Pattern is being tampered with by darkfriends (the people of the Westlands) and that in order to save the Sharan civilization, way of life, and even the Pattern itself is to destroy the Westlands. The presence of shadowspawn serves as further proof of the corruption of the Westlands.

I am not writing off his involvement with the Ayyad - I just don't think he would be the Sh'botay.
