We don't know that Graendal knew what was going on in Shara after that.
As for the Ayad. Once Demandred Compelled their leadership (or kidnapped them and had them turned by 13 Myrdraal) he could rule quite comfortably by being in charge of the public seat of power (Sh'botay) and the power behind the scenes (Ayad).
That's no more difficult than Mesaana pulling strings in the midst of the White Tower, which is full of channelers.
