I can't really see him doing anything all that useful in Murandy with Tarmon Gaidon around the corner. And since Murandy is very territorial, with most of the locals paying tribute and loyalty to individual lords and ladies rather than the nation, it seems like way too much effort. Any unity there may simply be the regional lords/ladies agreeing to assist the king in certain matters...not necessarily following his orders and building unity.

If this is where he is, I will be very unimpressed!

I think it's almost perfect for him actually, as Roederan he's an ignored monarch who is strategically placed to manipulate the Whitecloaks and Masema as well as the local powerhouse lords and ladies in Murrandy, not to mention being in easy striking distance from Andor and Elayne ... he's stirring the whole region up just waiting for the Seanchan to swoop in and take the entire region with little resistance... or if that failed at least make it a miasma that Rand can't hope to really control.

I just find that the region is way too unstable to not have one of the Forsaken pulling strings.

As I described in a post above, what motivation does Demandred have to strike at Elayne?

Also, why would he want to rule just to have the Seanchan "swoop in and take the entire region with little resistance?" His "treaty" with Semirhage and Mesaana is that they won't kill each other until the other foresaken are dead. They don't actively seek to share power with one another. Demandred was one of the best generals in the War of Power. He wouldn't be stupid enough (hopefully) to build a power base for others who he knows will kill him when they get the chance.
